The Department of Administrative & Financial Services is an innovative organization that coordinates a number of central services for agencies within Maine State Government. The Employment and Security Service Center provides financial and human resources support to the Departments of Labor; Public Safety; Professional and Financial Regulation; and Defense, Veterans and Emergency Management.

 

JOB DUTIES:   We are looking for an organized and detail orientated Financial Analyst.  We are looking for a motivated candidate with organizational skills, good communication skills, strong teamwork skills, accounting knowledge and good working knowledge of Office 365 applications. 

 

The SESC is a well-balanced, cohesive team that supports one another. Our Service Center has a track record of employee retention and satisfaction.

 

This position will be a full-time, long-term, limited-period position. The selected candidate will assist with special projects relating to American Rescue Plan (ARPA) funds for up to three years. These employees enjoy the same benefits, rights, and privileges as full-time employees. Work will be performed under limited supervision. The position is home-based for the next few months and then will be based in Augusta, Maine.

 

In this role, you will:

  • Provide in-depth and continuous analysis of departmental finances to help ensure management is kept appraised of the financial status of the department;
  • Forecast financial needs;
  • Analyzes financial policies and procedures, recommends appropriate modifications, and implements approved modifications in order to improve the efficiency, economy, and control of Department financial operations
  • Administer and maintain accounting records in accordance with federal and state requirements and ensure compliance with laws, policies and procedures of assigned program budgets and accounts are met;
  • Develop and maintain federal and other grant award budgets;
  • Analyze and verify the accuracy of various financial and statistical reports submitted by and to the Departments and consult with managers to identify business needs, compliance issues, and reporting requirements;
  • Supervise and provide leadership and technical guidance to other staff.

Successful candidates will be knowledgeable of Generally Accepted Accounting Principles and skilled in the use of standard desktop technology, particularly spreadsheets.  Candidates who have excellent communication skills, and supervisory experience, and those who have demonstrated experience in the development and monitoring of federal grant budgets will be given preference.

 

MINIMUM QUALIFICATIONS: (Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).

An eight (8) year combination of education and experience comprised of a Master's Degree in Business Administration or closely related field and two (2) years of responsible experience in cost, cost/benefit, and financial analysis. Directly related experience may be substituted for education on a year-for-year basis.
