This is a full-time position located in Augusta. This opportunity allows partial telework with management approval.
Core Responsibilities:
The Maine CDC is seeking a dynamic manager to take the helm of its Childhood Lead Poisoning Prevention Program and lead the State’s public health efforts to eradicate childhood lead poisoning. In this role, you will direct a multi-faceted program that has it all, including primary prevention initiatives; case management service delivery for about 300 lead-exposed children each year; regulatory and enforcement authority to remove sources of lead from children’s home environments; epidemiological surveillance; and informatics. You will plan and direct the strategic uses of CLPPP resources as you lead a highly skilled and diverse staff to advance program priorities.
You will also:
• Provide overall direction for the day-to-day activities and administration of the program.
• Supervise administrative staff and section managers for primary prevention, case management, and enforcement and quality assurance.
• Manage program budgets and revenue sources including federal grants and the Lead Poisoning Prevention Fund, a dedicated source of State revenue.
• Work with Maine CDC leadership and staff to make policy interpretations, propose rules, and set standard operating procedures.
• Represent Maine CDC’s interests as they relate to lead poisoning prevention to the Legislature, media, advisory boards, federal funding agencies, other State agencies, and external partners.
• Work with epidemiologists and staff to track, understand, and use data related to childhood lead poisoning.
Minimum Qualifications:
A Bachelors Degree in Public Health or Health Sciences, Health Education, one of the Behavioral Sciences, Public Administration, or Education - AND - four (4) years experience in health program planning, development, implementation, and evaluation - OR - an equivalent eight (8) year combination of education, training, and experience.
Preferred candidates will also have:
• Advanced degree in public health or degree in policy administration
• Experience with supervising staff and building effective teams;
• Experience with managing complex programs or organizations that provide case management services
• Experience with developing, implementing, and enforcing State or federal regulations;
• Knowledge of State and federal public health and housing policies and initiatives related to lead poisoning prevention;
• Knowledge of the health effects of childhood lead poisoning;
• Experience with developing standard operating procedures and rulemaking;
• Ability to interpret surveillance, evaluation, and performance measures as well as scientific information to inform public health practice, policies or guidance, and program operations;
• Experience with integrating health equity into public health practice;
• Excellent oral and written communication skills, including demonstrated ability to communicate complex information to a variety of audiences;
• Experience with managing federal grants;
• Knowledge of State of Maine administrative processes for budgeting and tracking financial information, contract management, and procurement;
• Experience with managing and implementing informatics to support program activities;
• Ability to establish and maintain effective working relationships with a diverse group of internal and external partners.
