Maine State Prison is seeking creative, outcome-driven candidates for the position of Industries Manager in Warren, ME. This position will oversee several industries areas of Maine State Prison to include agricultural sustained programs, building and construction trades. This position is responsible for managing, planning, developing, coordinating, evaluating, and implementing the Agriculture/Building Trades Program at Maine State Prison. Responsibilities include overseeing Maine State Prison’s agriculture/crops/livestock and building trade programs. Developing and administering a food processing program and developing and implementing policies to increase awareness of agriculture within Maine State Prison. This helps address and strategize food insecurity issues and skills of our residents now and after release.

Primary Responsibilities Include:

·       Plans, organizes, and coordinates the facility agricultural program. Establish priorities, coordinate activities, and ensure program objectives, standards, and resolutions are met.

·       Plans, organizes, and coordinates the work of subordinates to establish priorities, coordinate activities, and ensure duties and responsibilities are carried out in an appropriate and timely manner.

·       Selects, trains, assigns, directs, supervises, and evaluates Industries Shop supervisors, assistant supervisors, Vocational Training Officer, and office staff to enhance program operations and staff qualifications.

·       Coordinates and directs the operation of a correctional trades on-the-job training program to teach residents a trade and complete projects at a correctional facility.

·       Establishes long and short-range goals for Industries Program to develop and maintain business-oriented work opportunities for residents.

·       Selects and reviews work performance of residents assigned to Industries to make recommendations to the classification unit and other programs.

·       Observes and monitors resident behavior and takes appropriate action, when necessary, to maintain the personal safety of both staff and residents, deter escape, and reinforce security.

·       Establishes systems for fiscal accountability and authorizes requests for expenditures of Industries funds to ensure requests are appropriate and funds are available.

·       Performs regular inspections of areas of responsibility to ensure compliance with facility, OSHA, and ACA standards regarding security and safety practices.

·       Identify and develop business partnerships with manufacturers, community stakeholders, and other State agencies to develop marketable job skills, establish markets for goods and/or skilled labor, and promote goals to expand all MSP Industries Programs.

      Over sees and directs the operation of the garden and the maintenance of the whole program equipment to ensure safety throughout the program.

·       Manages interviewing and the hiring of resident workers for the agricultural/building trades program.

·       Manages planting and harvesting season and schedule. Manages material and tool requisitions for agriculture/building trades program.  Manages agriculture production.

·       Manages the agricultural/building trades program schedules.

·       Manages agricultural/building trades purchasing for the Industries program.

·       Manages the billing for sales of products harvested from the program.

 

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Knowledge of:

·       State environmental rules/regulations relating to agricultural production practices.

·       Agricultural practices involving crops and livestock.

·       Nutrient and pesticide usage.

·       Applicable laws, rules, regulations, policies, and procedures.

·       Production and workflow management.

·       Inventory and material cost control methods and procedures.

·       Sales and marketing practices.

·       Security procedures and practices.

·       Agricultural sustained methods and procedures.

·       Building and Construction vocational trades.

·       Procurement procedures, contract/grants management, and budget preparation.

Ability to:

·       Direct, supervise and evaluate staff performance.

·       Evaluate productivity levels and adjust production to meet demand.

·       Monitor fiscal performance.

·       Communicate effectively.

·       Write clearly and effectively.

·       Use applicable computer programs.

·       Estimate material costs for use in agriculture and building trades projects.

 

MINIMUM QUALIFICATIONS:

Progressively responsible work experience and/or education which includes at least 2 years in an administrative and supervisory position which demonstrates possession of the ability to manage program operations and employees.

Preference will be given to those candidates with proven ability to manage production processes, business management principles, program operations and employees.
