Core Responsibilities:

As the Adult Protective Services (“APS”) Staff Development Manager your primary responsibilities will include working with the Associate Director of APS and the OADS Executive Management Team to develop APS initiatives and establish APS-wide goals, objectives, performance measurements, and training.

You will: 
•    Collaborate with the Associate Director for APS to identify staff development areas and quality improvement areas and develop and deliver training and other education to staff.
•    Collaborate with others within DHHS and at the Department of Administration and Finance to migrate current and future educational offerings onto the State’s Learning Management System.
•    Build a model APS program, in concurrence with the Associate Director, that is consistent with statutory mandates and OADS strategic goals.
•    Develop, implement, and evaluate associated programs, policies, and resource allocations under the direction of the Associate Director.
•    Be actively involved in the Office’s partnership with private and other public agencies providing services to incapacitated and dependent adults.  
•    Oversee and manage federal and state grants and contracts related to APS training, staff development and community resources.

Minimum Qualifications:

The background of well-qualified candidates will include a combination of education and professional level experience in social services totaling 10 years. 
Preference will be given to candidates who respond to the competencies below in a cover letter, and who are able to demonstrate 5 years of successful performance in a similar role.

1. Knowledge of (and the ability to envision and lead) cross-system collaborative efforts to plan, develop and implement strategies to improve staff development throughout APS and public guardianship programs. 

2. A demonstrated ability to successfully manage public service programs and field operations which includes managing grants and contracts within a program area.

3. A demonstrated ability to analyze program data to set performance milestones/objectives, evaluate program performance, implement system change, and develop successful employee training programs.

4. A record consistently demonstrating strong personal attributes and leadership skills including professional integrity, self-organizational skills, effective decision-making, coaching/mentoring/ and team-building skills, and the ability to delegate effectively and hold self and others accountable for their work. 

5. A knowledge of adult learning techniques as well as the building of curriculum and conducting training for adults with a varied level of experience and education.
