This position reports to the Associate Director of Communications. This is a full-time position working Monday through Friday. The position allows for partial telework with management approval.  

Core Responsibilities:

The OFI Engagement Specialist plays a key role in making clients feel seen and heard through connecting with OFI, ultimately boosting client satisfaction. No two workdays will ever be exactly alike! You will track and prioritize constituent inquiries, collaborate on program outreach efforts, manage website and social media content and accounts, and analyze the effectiveness of these efforts to drive continuous improvements in OFI’s client engagement and organizational effectiveness. The analytics also involve identifying, evaluating and communicating patterns in data that can help leadership gain a better understanding of how to improve our responsiveness to clients. Within OFI, this position will collaborate with Program Managers, Program Administrators, Outreach Planners, Regional Policy Specialists, and Regional Supervisors.

On an average day, you will:
•    Communicate about OFI activities and trends: Communicate verbally and in writing with co-workers, the public, and other agencies through Teams meetings, webinars, in person, email, website updates, social media, newsletters, and other communication methods. 
•    Directly help constituents: Constituents will reach out with general concerns or issues that are impacting them directly through multiple channels, which includes gathering client satisfaction survey feedback. There are times when you will directly speak with clients via phone or email. It will be your responsibility to make sometimes complex information clear and understandable. 
•    Gather and analyze data: Collaborate with the Governor’s/Commissioner’s Office through daily email and the SharePoint constituent tracking system to ensure an accurate resolution and the timely five-day response time is met. This will often involve collaboration with OFI Program Administrator, Program Manager, and Supervisory staff for further resolution when appropriate.
•    Explore data to create reports and track trends: Track and create standardized quarterly and monthly measurement reports that analyze program trends from the constituent services data. Examples of this include: 
o    Tracking constituent contact and escalation reasons to make data driven operational recommendations to management.
o    Tracking the effectiveness of our communication methods to evaluate the effectiveness support of OFI’s operational goals and make data driven recommendations to management.
•    Develop helpful website content: Development and maintenance of website text and design with website editors to enhance OFI’s public facing maine.gov website and develop posts for social media. The content will be grounded in making information clearer and helpful for clients. This includes managing an online OFI Question and Answer repository to guide responses to clients and the public for common topics.

Minimum Qualifications:

In order to qualify, you must have six (6) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.

Preferred experience includes:
•    Professional or lived experience with Medicaid, SNAP, and/or TANF 
•    Knowledge state/federal laws, regulations, and rules pertaining to OFI programs 

The background of well-qualified candidates will demonstrate the following competencies:
•    Skills to: stay organized with multiple projects and deadlines, attention to detail, and the ability to manage multiple tasks efficiently. Use technology easily for data management, report creation, data analysis for decision making, and cloud document collaboration. Evaluate websites for usability and interface design quality tailored to the audience.  
•    Knowledge of: Proficiency in the Microsoft Office Suite which includes webinars management, SharePoint, and data spreadsheets in Excel for report generation and analysis, Canva, social media strategy development and use, and other creation software. Confidentiality, language access, website accessibility, and all necessary OFI and DHHS rules which apply to communications. The individuals OFI assists and collaborates with.
•    Ability to: Establish and maintain effective and collaborative working relationships with staff, co-workers, constituents, other offices and/or agencies. Work under administrative direction and possess a sense of urgency to meet deadlines. Communicate complex topics in a professional and understandable way both verbally and in writing. Be committed to treating individuals with empathy and patience when they are facing difficult situations.
