The Maine Bureau of Highway Safety is seeking a Highway Safety Program Coordinator. This position is a professional specialist with independent responsibility for the development of statewide behavioral safety program(s). The Highway Safety Program Coordinator administers federal grant funds to public and private entities in accordance with National Highway Traffic Safety Administration and State regulations and guidelines, for the purpose of preventing fatalities, injuries, and property damage from motor vehicle crashes. The ideal candidate will share a deep concern for the welfare of the traveling public and believe in our mission to save lives through creative, highly visible, innovative, and effective countermeasures for all road users. As part of the Highway Safety team, this individual will have the opportunity to make a direct impact on people’s lives, and to help promote a safe, reliable, and multimodal transportation system.
JOB DUTIES:
A Highway Safety Program Coordinator fosters existing and identifies new partnerships within State of Maine agencies, state and local law enforcement, private partners, and others to:
- Develop, implement, and evaluate behavioral highway safety programs and projects such as:
- Occupant protection: increasing seat belt usage for adults and children.
- Distracted and drowsy driving: decreasing distracted driving, texting while operating a motor vehicle, and fatigued driving.
- Impaired driving: decreasing the incidence of alcohol impaired and drug impaired driving.
- Speeding: promoting programs to decrease speed and aggressive driving.
- Teens and older drivers: promoting safety programs for young drivers and mature drivers.
- Communication: increasing safe driving behaviors using proven countermeasures and public education.
- Vulnerable Road User Safety Programs directed toward motorcycle, pedestrian, and bicyclists.
- Review and approve regional and programmatic grant applications for safety projects.
- Write, review, and evaluate professional journals, publications, reports, and literature pertaining to highway safety program areas.
- Review, analyze, and evaluate highway safety crash and injury data for program implementation to identify existing and emerging traffic safety trends through statistically based problem identification efforts.
- Provide decision-makers with timely and accurate data for use in determining where the most effective highway safety investment should be made.
- Prepare and implement an evaluation component to measure project outcomes.
- Schedule and conduct statewide programmatic monitoring reviews of grant and subrecipient activities.
- Independently plan and prepare program specific reports for the annual Highway Safety Plan (HSP) and the Highway Safety Annual Report.
Skills or knowledge required:
- Basic knowledge of the principles of highway and driver safety.
- Knowledge of proper English usage and report writing techniques and practices.
- Ability to learn training principles, practices and techniques.
- Ability to perform mathematical computation.
- Ability to gather, compile, analyze, and present statistical data.
- Ability to read, understand and explain federal and state highway safety regulations.
- Ability to interact and deal effectively with state, county and municipal officials and the public in promoting highway safety program.
- Ability to consult and confer with officials regarding highway safety program operations, problems and effectiveness.
Minimum qualifications:
Experience, education, and/or training demonstrating possession of the ability to develop, implement, and evaluate programs/projects; the ability to foster and establish partnerships with various stakeholders; and strong analytical skills to review, analyze, and evaluate data.
