This is professional services work in identifying, coordinating, and monitoring State government compliance with Section 504 of the Rehabilitation Act (504) and the Americans with Disabilities Act (ADA). Responsibilities include developing, implementing, and overseeing a plan to achieve physical, programmatic, and digital accessibility to state facilities and services. Work includes collaborating with agency 504 and ADA coordinators. The position also manages Independent Living services contracts and works closely with the State Independent Living Council and Maine’s Center for Independent Living. Work is performed under limited supervision.
Primary responsibilities include:
- Reads, reviews, researches, compiles, for department heads, workshop participants, designated ADA and 504 agency coordinators, legislators, constituents, and news media.
- Receives, reviews, makes findings and resolves grievances from citizens regarding 504 and ADA compliance in Executive Branch programs and services.
- Reviews legislation and makes recommendations in order to promote access and inclusion of people with disabilities.
- Confers with agency coordinators in order to provide information and monitor compliance with Section 504 and the ADA.
- Reviews and documents 504 and ADA compliance activities in order to provide information and technical assistance to State employees and the general public.
- Conducts workshops and trains participants in Section 504 and ADA laws, rules, and regulations in order to eliminate barriers to full access and inclusion for people with disabilities.
- Manages Independent Living contracts to ensure timely deliverables and fiscal compliance
Skills or knowledge required:
- Knowledge of federal and state laws, regulations, and procedures pertaining to Section 504 of the Rehabilitation Act and the Americans with Disabilities Act.
- Knowledge of disabilities and barriers faced by people with disabilities
- Knowledge and application of effective and accessible communication strategies for multiple modalities including spoken, written, visual and digital presentation.
- Knowledge of evaluation methods, practices, and techniques.
- Knowledge of construction and engineering principles, practices, and techniques.
- Ability to identify and assess problems relating to physical and programmatic barriers.
- Knowledgeable of resources to support accessibility and inclusion of people with disabilities in state facilities and programs.
Minimum qualifications:
Education, training, and/or experience demonstrating competence in Section 504 of the Rehabilitation Act and related components of the Americans with Disabilities Act compliance.
